Property Sales

All CRA and CEDA properties will require the purchaser to enter into a redevelopment agreement to redevelop the property for a specified use within a mutually agreed upon timetable for construction and completion of redevelopment. A copy of Section 1711 of the Redevelopment Law, 35 P.S. § 1711, outlining the terms required, at a minimum, for redevelopment contracts, is available from the Chester Economic Development Authority. All offers will require approval by the CRA or CEDA Boards, as the case may be, and may also require the approval of Chester City Council.

Buyer/Developer must enter into a redevelopment agreement with the Chester Redevelopment Authority (CRA). The agreement must specify planned development, including construction budget, documented source of funds, and drawings of the project. Developer will reimburse the Redevelopment Authority for all legal costs of creating the agreement. We are selling the property as is and developer pays for all closing costs and fees. Development must begin within 90 days of closing and completed within 18 months unless approved by the CRA Board.
